Evaluation of the CRI-project: Call for tenders
The evaluation of the program CRI (Return Information Project and Vulnerable Groups) is based on the objectives which were formulated in the Grant Agreement of the European Commission – Return Preparatory Actions 2006.
This agreement relates to the period from January 2008 until June 30th 2009.
The CRI-project provides information on reintegration possibilities for potential returnees, their advisors, social workers and migrant communities. This information serves return counselling as well as return preparation.
The project gathers info on access to the territory, personal security, accommodation and housing, work opportunities, social security items, health care, education, etc. To this end a network of local partners is built up and trained. They give individualized information, useful when preparing a return.
The lead agency (Vluchtelingenwerk Vlaanderen) currently seeks an external evaluator for this project and launches a call for tenders.
The evaluation will be conducted both internally and externally. By this combination, we intend to provide the most reliable and thorough understanding of the interventions being evaluated.
The present offer consists of an evaluation at the end of the project. It is complementary to both the internal evaluation of the partner collaboration and the financial audit.
The focus lays mainly on the programme, its strategy, results and networking with local partners for information gathering and with migrants organizations for transferring the information towards their larger community.
Candidates who are interested, can contact Vluchtelingenwerk Vlaanderen to receive the terms of reference for this evaluation.
All candidates should introduce an application dossier before November 23rd of 2008.
